The SAVRN Standard

## Seven principles. The minimum to expect.

A controlled AI environment brings every principle under one accountable operator, workforce first. Every offering in the Index, SAVRN's included, is measured against the same Standard.

Principle 1 of 7

### Workforce reskilling

A training institute reskills the American workforce to operate, maintain and use the environment. That is where the value is delivered.

At SAVRNThe SAVRN Training Institute reskills the American workforce to operate, maintain and use the environment, while feeding SAVRN's own hiring pipeline.

Principle 2 of 7

### Independent operations

The environment operates with no outside connection, running its own identity, management, inference, monitoring and recovery.

At SAVRNNo grid connection. No water use. The environment runs, monitors and recovers on its own.

Principle 3 of 7

### Data custody

On-premises data custody: customer data, storage, model artifacts, logs and backups remain inside private, controlled, sovereign boundaries.

At SAVRNData, model weights, logs and backups stay on the customer's own premises: on-prem storage, both a cost saving and a control saving.

Principle 4 of 7

### Customer model capability

The value is in the customer's data. That data trains a local model built for the customer's specific use, not a frontier model that is not trained for it.

At SAVRNFrontier models are a strong starting point. SAVRN trains a model on the customer's own data, inside the customer's own environment, until it outperforms the frontier model for that customer's use.

Principle 5 of 7

### Supply assurance

The global supply chain behind the infrastructure is controlled, with traceable provenance, controlled procurement, maintenance rights and a documented replacement strategy for critical hardware, software and models.

At SAVRNEvery server, GPU and network component moves through a supply chain SAVRN controls, globally secured start to finish.

Principle 6 of 7

### Infrastructure control

Dedicated compute, networking and facility infrastructure have documented customer rights and a named accountable operator.

At SAVRNThe IntelliFlex partnership gives SAVRN documented rights over the compute, network and facility, with one accountable operator end to end.

Principle 7 of 7

### Power provision

Dedicated on-site generation and defined resilience are included in the accountable service scope.

At SAVRNOn-site fuel cells generate the campus's own power, so there is no utility interconnection queue and no shared grid risk.

The SAVRN reference set

## Seven references, one system

Capital, delay, policy, water, grid, permits and scarcity are one system seen from seven sides. Each reference is primary-sourced, refreshed on a schedule, and links into the others, so a project can be followed from the money committed to the docket that stopped it.

Capital Atlas

Who is funding AI data centers: capital providers, named sites, financing transactions, and the blocked-and-delayed record, state by state and company by company.

Delay Watchlist

Project-level slippage: named projects, jurisdictional actions, utility and federal dockets, SEC disclosures, and the interconnection queue.

Moratorium Tracker

The policy layer: every state measure and local moratorium mapped and cited, with one page per state.

Water Tracker

Every federal, state, local and interstate water measure that touches a data center, plus a fifty-state water ledger.

Grid Operator Watchlist

ERCOT, PJM, MISO, CAISO, SPP, NYISO, ISO-NE and FERC: the large-load rules, filings and queue positions that decide whether a site can energize.

Permits and Power Development

Data center and substation permits, large loads in the interconnection queues, and the power plants planned to serve them, refreshed hourly from public records.

SAVRN Scarcity Tracker

Eleven primary-sourced indicators of AI infrastructure scarcity, one composite index, read against the token index, SAVRN's own cost basis and the frontier ceiling.
