## Decision boundary

The design begins by defining IT load separately from total facility load and by stating whether self-powered means peak capacity, annual energy, or continuous operation. Utility exchange, fuel, emissions, redundancy, maintenance, and black start remain visible.

- Hourly electrical and thermal balance
- Largest-outage and maintenance states
- Closed-loop cooling and whole-site water balance
- Protection, islanding, commissioning, and operating telemetry

## Evidence required before an operating claim

A production claim requires executed agreements, approved engineering, equipment records, test results, and operating telemetry. Until those records exist, this remains a reference design.

## A review package for the campus team

A project review should connect the proposed workload to an electrical one-line, an equipment and redundancy schedule, a cooling flow diagram, a site water balance, and the operating envelope. Each artifact needs a version, an accountable owner, its input assumptions, and the evidence still required. Name the normal state and the maintenance or outage states separately, so reviewers can see where an assumption changes.

- Separate IT capacity, facility demand, and generation output
- Identify fuel, utility, network, and permitting dependencies
- Record unresolved assumptions and their decision owners

## Commissioning and handover

Define the acceptance tests before equipment procurement. A handover package should identify the tested configuration, test conditions, results, exceptions, training records, maintenance obligations, and authorized operating limits. Reconcile the test evidence to the final drawings and control settings. A design target remains a target until the responsible project team supplies and accepts the operating evidence.

- Retain protection, transfer, thermal, and failover test records
- Confirm emergency procedures and operator responsibilities
- Document changes that require another engineering review
