Capital at risk

## Blocked, delayed or restricted in Idaho

Every project in Idaho on the atlas's capital-at-risk record: the action taken, who took it, and the announced capital affected. Restarts and reversals are recorded with the same weight as blocks.

| Project | Developer | Jurisdiction | Action | Capital | Sources |
| --- | --- | --- | --- | --- | --- |
| Lex Pocatello data centerdenied Hearing examiner denial June 2026; council affirmed 16 July 2026 and again 3-2 on 17 September 2026 on reconsideration; formal adoption expected 1 October 2026, then a 28-day judicial review window | Lex Developments | Pocatello (Bannock County) | Proposed at a former polysilicon plant site; Idaho Conservation League highlighted unprecedented cumulative energy use concerns, comparing water use to an 18-hole golf course or large alfalfa field. On Thursday 16 July 2026 the Pocatello City Council, acting in a quasi-judicial role, voted to affirm hearing examiner Kathleen Lewis's June 2026 denial of a conditional use permit for Lex Developments' AI data center at the former Hoku site. Councilman Dakota Bates cast the lone no vote, and Councilwoman Ann Swanson was absent. On 17 September 2026, on Lex Developments' reconsideration request, the council again affirmed the denial. A motion to reverse and approve the permit with five conditions failed 3-2 (Paulsen, Mangum and Swanson against); a second motion affirming the denial but removing the standard 12-month reapplication bar passed 3-2, letting Lex reapply immediately. The decision is expected to become official at the 1 October 2026 council meeting, which starts Lex's 28-day window to petition for judicial review in Bannock County's 6th Judicial District Court; the Idaho State Journal called a lawsuit the likely next step. The site is about 59 acres at 1800 River Park Way. | $2.6B | |
| Blaine County 182-day emergency data center moratoriummoratorium Approved 3-0 on 6 October 2026; 182 days | n.a. | Blaine County Board of Commissioners | The Blaine County Board of Commissioners voted 3-0 on Tuesday 6 October 2026 to enact a 182-day emergency moratorium on the receipt, processing and approval of development permits for data centers, the maximum period allowed by law, finding that data centers could pose an imminent threat to residents' health, safety and welfare. The county has received no data center applications; planning staff are drafting zoning amendments. | n.a. | |

Part of the [North American Data Center Capital Atlas](https://savrn.com/data-center-capital-atlas), refreshed every Tuesday, Thursday and Saturday. Announced commitments overlap one another and overlap reported capital expenditure, so this page shows disclosed floors and never adds them into a single deployment figure. Informational, not investment or legal advice.

The SAVRN reference set

## Seven references, one system

Capital, delay, policy, water, grid, permits and scarcity are one system seen from seven sides. Each reference is primary-sourced, refreshed on a schedule, and links into the others, so a project can be followed from the money committed to the docket that stopped it.

Delay Watchlist

Project-level slippage: named projects, jurisdictional actions, utility and federal dockets, SEC disclosures, and the interconnection queue.

Grid Operator Watchlist

ERCOT, PJM, MISO, CAISO, SPP, NYISO, ISO-NE and FERC: the large-load rules, filings and queue positions that decide whether a site can energize.

Permits and Power Development

Data center and substation permits, large loads in the interconnection queues, and the power plants planned to serve them, refreshed hourly from public records.
