## Blocked, delayed or restricted in Louisiana

The measure was introduced by Commissioner John-Paul Young after public concern over data center development in the region. An earlier effort to enact a parishwide moratorium directly had stalled after the parish attorney said it required an ordinance. | n.a. | |

Financing

## Financing transactions tied to Louisiana sites

Transactions the atlas ties to a named site in Louisiana: joint ventures, project bonds, credit facilities, leases and power agreements. Amounts are as stated; overlapping commitments are never summed.

| Parties | Instrument | Amount | Date | Site | Sources |
| --- | --- | --- | --- | --- | --- |
| Meta + Blue Owl CapitalMeta and funds managed by Blue Owl Capital entered a joint venture to develop and own the Hyperion data center campus, with the parties committing pro rata shares of approximately $27 billion in total development costs. Blue Owl made a cash contribution of approximately $7 billion, Meta received a one-time distribution of approximately $3 billion, leases have a four-year initial term with extension options, and Meta provided a residual value guarantee for the first 16 years of operations. | jv equity | ~$27.0B | Joint venture agreement entered 21 October 2025 | Hyperion, Holly Ridge, Richland Parish | |
| Blue Owl + MetaJV for the Hyperion campus with a four-year initial lease term and a residual value guarantee covering the first 16 years of operations. | jv equity | ~$27.0B | entered October 21, 2025 | Meta Hyperion campus (Blue Owl JV) | |
| Applied Digital + undisclosed US hyperscalerApplied Digital subsidiaries APLD AEX-01 LLC and APLD AEX-02 LLC signed leases on 20 and 22 April 2026 with a US hyperscaler for 300 MW of critical IT load at Delta Forge 1, a 430 MW campus near Boyce, Rapides Parish, Louisiana, worth about $7.5 billion over about 15 years, with operations from mid-2027 | lease | ≥$7.5B | April 23, 2026 | Applied Digital Delta Forge 1 | |
| Entergy + MetaUtility Entergy is planning three new natural gas plants near the Hyperion site at a cost of $3 billion. This record describes the original 2024 plan. For the 5 GW expansion Entergy has proposed seven additional generating units, which are before the Louisiana Public Service Commission; see the Hyperion site record. A second Entergy Louisiana agreement with Meta, filed with the Louisiana PSC on 25 March 2026, adds seven combined-cycle gas units of more than 5,200 MW plus batteries and 500 kV transmission, paid for by Meta (recorded separately as entergy-meta-evest-seven-ccgt-2026). | other | $3.0B | Announced alongside the December 2024 Hyperion announcement | Hyperion, Holly Ridge, Richland Parish | |
| Entergy Louisiana + Meta (Evest LLC)Under a second agreement supporting Meta's Hyperion campus in Richland Parish, Entergy Louisiana plans, paid for by Meta, seven new natural gas combined-cycle units totaling more than 5,200 MW (about 5,278 MW, roughly 754 MW each; four near the Richland Parish campus and three near Big Cajun in Pointe Coupee Parish), three battery storage projects and about 240 miles of new 500 kV transmission. The customer entity is Evest LLC. The Louisiana PSC holds a three-day evidentiary hearing from 7 October; intervenors include the Alliance for Affordable Energy, Sierra Club, Union of Concerned Scientists, Louisiana Energy Users Group and Walmart. This is in addition to the three gas plants approved in 2025 (meta-entergy-gas-plants). | power supply agreement | n.a. | Agreement announced by Entergy Louisiana in late March 2026; LPSC application filed 25 March 2026 (Docket U-37882); evidentiary hearing set for 7 to 9 October; LPSC decision expected 16 December 2026 | Hyperion, Holly Ridge, Richland Parish | |

Policy context

## What governs a data center in Louisiana

New Orleanscity

New Orleans passed a one-year moratorium, part of a broader wave of political exposure that also includes Madison, Wisconsin and a complete moratorium passed by the Seminole Nation in March.

Louisiana (PSC vote on Meta Hyperion records)state

Applies to discovery in Entergy Louisiana's applications to build generation for Meta's Hyperion campus in Richland Parish

The Louisiana Public Service Commission voted 3-1 on 12 August 2026, along party lines with one commissioner absent, to overturn an administrative law judge's order that would have required Meta to disclose how it calculated job projections and electricity needs for Hyperion. Advocacy groups sought the records before the commission approves Entergy's additional generating units for the 5 GW expansion. According to an Earthjustice release of 28 September 2026, the Alliance for Affordable Energy and the Union of Concerned Scientists, represented by Earthjustice, have appealed the commission's decision to the Civil District Court for the 19th Judicial District, asking it to reverse the vote and reinstate the subpoena the administrative law judge granted in July, which would require Meta to substantiate Hyperion's job and electricity load projections in the review of Entergy Louisiana's proposed seven additional gas plants (advocacy group release).

Louisiana (PSC large-load fast-track directive)state

Large-load applications that meet the criteria (15-year electric service agreement, demonstrated capacity need, customer paying at least half the cost of new infrastructure, Louisiana Economic Development letter of support) get an eight-month commission timeline and may skip market-based testing for new generation. Adopted 16 December 2025. An acceleration measure, not a moratorium

At its monthly meeting in Natchitoches on Tuesday 16 December 2025 the Louisiana Public Service Commission voted 3-2 to adopt Commissioner Jean-Paul Coussan's directive, aligned with Gov. Jeff Landry's Lightning Speed Initiative executive order of September 2025, letting utilities bypass the market-based mechanism used since the 1980s to show they are pursuing least-cost power when serving qualifying large loads such as data centers. Applications meeting the criteria get commission action within eight months. Commissioner Davante Lewis and consumer advocates objected that it weakens consumer protections; Lewis's separate proposal for a broader review of large-load interconnection and cost allocation was deferred to January 2026 on a 4-1 vote.

## Seven references, one system

Capital, delay, policy, water, grid, permits and scarcity are one system seen from seven sides. Each reference is primary-sourced, refreshed on a schedule, and links into the others, so a project can be followed from the money committed to the docket that stopped it.
