| Landover projectmoratorium County moratorium September 2025; two-year moratorium adopted 8 July 2026 | n.a. | Prince George's County, MD | 180-day moratorium led to regulations; two-year countywide hyperscale moratorium approved Jul 7, 2026 On 8 July 2026 the Prince George's County Council adopted a two-year moratorium on hyperscale data centers, sponsored by Council Chair Krystal Oriadha, with the proposed Landover Mall server farm conversion cited as the trigger. | $5.0B | |
| Anne Arundel County data center moratorium (Bill 63-26)moratorium Approved 7-0 on 5 October 2026; runs to 31 January 2028 or until comprehensive legislation is adopted | n.a. | Anne Arundel County Council | On Monday 5 October 2026 the Anne Arundel County Council voted 7-0 to approve an amended Bill 63-26, a temporary moratorium on new data center development that runs until 31 January 2028 or until the county adopts comprehensive data center legislation, whichever comes first. The bill as introduced would have banned new privately operated data centers; the council amended it in September to a moratorium. Projects already in the development process, including future phases of existing data centers on adjacent or adjoining properties, can generally continue, and a county work group will recommend permanent rules. The bill also repeals a personal property tax assessment reduction for qualified data storage centers. | n.a. | |
| Baltimore County data center moratorium (extended through 2027)moratorium Original moratorium passed January 2026 (Bill 3-26); extended unanimously 22 September 2026 through 31 December 2027 | n.a. | Baltimore County Council | The Baltimore County Council unanimously passed Bill 3-26 in January 2026, barring approval of development plans or zoning petitions for data centers until 1 January 2027 or 90 days after the Planning Board submits a required study report. On 22 September 2026 the council voted unanimously, with all seven members as sponsors, to extend the moratorium through 31 December 2027. An amendment to add battery storage facilities was withdrawn, with plans to introduce it as separate legislation. | n.a. | |
| Calvert County six-month data center site plan moratoriummoratorium Passed 18 August 2026; effective 28 August 2026; six months; two-year extension to be advertised for a vote on 15 December 2026 (directed by consensus 22 September 2026) | n.a. | Calvert County | The Calvert County Board of County Commissioners unanimously passed a six-month moratorium on site plan approvals for data center projects on 18 August 2026. It took effect 28 August 2026, and no data center site plan applications will be accepted during the period. The action followed the withdrawal of the Calvert Technology Center (AWS) proposal. On 22 September 2026 the commissioners, by consensus rather than a recorded vote, directed staff to advertise a two-year extension of the moratorium for a vote on 15 December 2026, to remove data centers as a permitted use in the zoning ordinance, and to rezone heavy industrial land, which requires a comprehensive plan amendment. No extension has been adopted; a public commenter noted the ordinance requires a public hearing before any extension. | n.a. | |
| Calvert Technology Center (AWS)withdrawn Withdrawn 4 August 2026 | Amazon Data Services (AWS) | Calvert County | Amazon Data Services formally withdrew its Calvert Technology Center Conceptual Site Development Plan application on 4 August 2026, having submitted it in May 2026 for a campus near the Calvert Cliffs Nuclear Power Plant at Lusby. The county confirmed Amazon has decided not to pursue the project. Amazon attributed the decision to development timelines, operational requirements and its ability to deliver for customers rather than to local opposition. The Board of County Commissioners held a hearing on 18 August 2026 on a temporary six-month moratorium on data center approvals. | n.a. | |
| Cambridge one-year data center moratoriummoratorium Passed 24 August 2026; one year | n.a. | Cambridge City Council (commissioners) | Cambridge commissioners unanimously passed a one-year moratorium on data centers on 24 August 2026. The resolution pauses processing, review and approval of any data center applications or permits while the city drafts zoning rules, and an amendment requires staff to produce draft recommendations within the 12 months. Data centers are not currently a defined use in the city's zoning code. | n.a. | |
| Caroline County one-year data center moratorium (unincorporated areas)moratorium Approved 21 July 2026; one year | n.a. | Caroline County Commissioners | The Caroline County Commissioners approved a one-year moratorium on data centers in unincorporated areas of the county on 21 July 2026. The county attorney said it directs staff not to process applications or review site plans connected to data center approvals while the county studies safety, noise, energy and water impacts. The moratorium does not apply inside Federalsburg or other incorporated towns, where a separate data center proposal had drawn opposition. | n.a. | |
| Charles County Zoning Text Amendment 25-187withdrawn Pulled 21 July 2026 | n.a. (county-initiated amendment) | Charles County | ZTA 25-187 would have defined and permitted data centers under conditions in Charles County's industrial zones. The Planning Commission recommended against it twice, most recently after a 1 June 2026 hearing where opponents chanted no data centers. On 21 July 2026 the county commissioners reached consensus not to move forward and asked staff for a task force and outside consultant framework. Data centers remain a non-permitted use in the county. | n.a. | |
| Chesapeake Beach data center ban (all zones)moratorium Passed 20 August 2026 | n.a. | Chesapeake Beach Town Council | The Chesapeake Beach Town Council voted 4-0 on 20 August 2026, with two members absent, to pass an ordinance amending the town code to prohibit data centers in all zones. A Calvert County environmental commission member told the council the ban was needed to protect the bay environment, while a councilman said the town's geography would not accommodate such a facility. The vote came days after Calvert County commissioners adopted a six-month data center moratorium. | n.a. | |
| Dorchester County one-year data center moratoriummoratorium Passed the week before 10 August 2026 (reported 10 August 2026); one year | n.a. | Dorchester County Council | The Dorchester County Council passed a resolution adopting a one-year moratorium on data centers, effective immediately, according to a Star Democrat report published 10 August 2026 that said the vote came the previous week. The moratorium applies only to unincorporated areas, and staff are to return in spring 2027 with findings and recommendations. The council also hired a lobbying firm and plans a stakeholder committee. | n.a. | |
| Federalsburg data center ban (Ordinance 2026-07)moratorium Three-year moratorium 3 August 2026; ban (Ordinance 2026-07) passed 9 September 2026; reported 10 September 2026 | Wright Road LLC (prospective developer) | Federalsburg Town Council | The Federalsburg Town Council passed Ordinance 2026-07 banning data centers within town limits by a 4-0 vote, with the mayor absent. The council overrode a 3-2 Planning Commission recommendation against the ordinance as written. The council had passed a three-year data center moratorium on 3 August 2026 after a proposal tied to Wright Road LLC drew public outcry, and the ban is the first on Maryland's Eastern Shore. WBOC reported the ordinance passed on Wednesday 9 September 2026. | n.a. | |
| Frederick County data center application pause (Quantum Frederick expansion context)moratorium Court order 30 June 2026; opinion 28 July 2026; pause extended on 14 September 2026 to 1 July 2027 | n.a. (county-wide action) | Frederick County | The Frederick County Council passed an ordinance in December 2025 expanding the Quantum Frederick campus by about 1,000 acres, and a citizen committee gathered over 21,000 signatures to put it to referendum. The Maryland Supreme Court blocked the referendum, and in a 28 July 2026 opinion held that zoning ordinances are not subject to referendum under the county charter. County Executive Jessica Fitzwater paused new applications for data centers and related substations through 31 December 2026, exempting projects approved before 17 June 2025 and those under construction. On Monday 14 September 2026 County Executive Jessica Fitzwater announced she had rejected a $110 million community benefits agreement proposed by Catellus Real Estate Development, after hearing concerns from residents. The offer included $30 million each for Carroll Manor Elementary School renovations and a new Adamstown park, $14.5 million for workforce development and $10 million for youth recreation. She also extended the pause on new data center applications, previously set to expire 31 December 2026, to 1 July 2027. | n.a. | |
| Globalinx cable landing station near Ocean City (Worcester County one-year moratorium)moratorium Advanced on a Tuesday (reported 7 July 2026); approved on a Tuesday (reported 22 July 2026); one year; related AWS cable text amendment tabled 1 October 2026 for 60 days | Globalinx Data Centers | Worcester County Commissioners | The Worcester County Commissioners voted 6-0 on a Tuesday, reported 7 July 2026, to advance a one-year moratorium on cable landing stations and data centers while staff rewrite zoning rules, after a motion to prohibit data centers in every zoning district failed 2-4. The Baltimore Sun reported on 22 July 2026 that the county approved the one-year moratorium on a Tuesday, freezing the Globalinx proposal. On 2 June the county's permitting director had rejected Globalinx's request to classify the facility as a public utility, and Globalinx appealed to the Board of Zoning Appeals while also seeking a special exception. On Thursday 1 October 2026 the Worcester County Planning Commission tabled, for revisiting in 60 days, a zoning text amendment tied to an Amazon Web Services subsea cable between Ireland and the United States that would land at the Ocean City Airport. The amendment would allow a single building of no more than 1,200 square feet on a 3,500 square foot plot of county airport land, with no water or sewer connection and an equipment list distinguishing it from a data center or cable landing station, both of which are covered by the county moratorium. | n.a. | |
| Harford County data center ban (Bill 26-011)moratorium Passed 9 June 2026; permanent prohibition | n.a. | Harford County | The Harford County Council voted 7-0 on 9 June 2026 to pass Bill 26-011, prohibiting data centers in all zoning districts. The Maryland Tech Council called the bill vague and legally dubious and warned of legal challenges. | n.a. | |
| Howard County data center moratorium (CB31-2026)moratorium Passed 1 June 2026; through 2 November 2027 | n.a. | Howard County | The Howard County Council unanimously passed CB31, a moratorium on new data center development, on 1 June 2026, and created a task force to study impacts. The moratorium runs until 2 November 2027 or ends sooner if task force recommendations are adopted. | n.a. | |
| Hurlock three-year data center moratoriummoratorium Approved 10 August 2026; three years | n.a. | Hurlock Town Council | The Town of Hurlock approved a three-year moratorium on data centers at its 10 August 2026 council meeting. The measure was introduced by Council President Russell Murphy. The mayor said three years would give the town time to research impacts, monitor Dorchester County's work and decide how to proceed without needing extensions. | n.a. | |
| Montgomery County 18-month data center moratorium and hyperscale prohibitionmoratorium Approved 28 July 2026; 18 months | n.a. | Montgomery County | The Montgomery County Council approved Expedited Bill 19-26, an 18-month moratorium on data center permits, on 28 July 2026. It also approved ZTA 26-01, which defines hyperscale data centers and prohibits them in the county for now, including pending applications and approved projects without building permits. The 18-month term was a compromise between six-month and two-year proposals. | n.a. | |
| Queen Anne's County 12-month data center moratoriummoratorium Approved 4 June 2026; 12 months | n.a. | Queen Anne's County | Queen Anne's County commissioners approved a 12-month temporary moratorium on data center applications on 4 June 2026, effective immediately. | n.a. | |
| Ridgely one-year data center moratoriummoratorium Passed shortly before 11 August 2026 (reported 11 August 2026); one year | n.a. | Ridgely Town Commissioners | Ridgely commissioners passed a one-year moratorium on data centers within town limits, according to a Star Democrat report published 11 August 2026. Commissioner Brad Sears proposed the pause so the town could research the effects of data centers. The action followed a data center proposal in nearby Federalsburg and similar pauses across the Mid-Shore. | n.a. | |
| Talbot County 12-month data center application moratoriummoratorium Approved 8 September 2026; 12 months | n.a. | Talbot County Council | The Talbot County Council unanimously approved a 12-month moratorium on new data center applications at its 8 September 2026 meeting while the county considers how to regulate the facilities. The resolution had been introduced 3-1 in August, with one council member voting not to introduce it and another absent. The county attorney described the measure as proactive because no developers were proposing data centers in the county. | n.a. | |
| Washington County 12-month data center moratorium (unincorporated areas)moratorium Approved 30 June 2026; effective immediately for 12 months unless modified or extended by majority vote | n.a. | Washington County Board of County Commissioners | On 30 June 2026 the Washington County Board of County Commissioners approved a 12-month moratorium on the acceptance, processing, review and approval of applications, plans or requests for data centers, effective immediately, with Commissioner Neil Parrott the only vote against. Under state law it applies only to unincorporated areas, so Hagerstown and the eight incorporated towns may still consider data centers on their own. In a later county statement the commissioners said draft standards going to the Planning Commission include limiting data centers to Planned Industrial zoning by special exception, a 1,000-foot setback from homes, a 50 dBA noise cap at the property line, self-generated power with a possible ban on gas turbines, and water recycling plans. | n.a. | |

County Council unanimously imposed a 1-year moratorium on construction of data centers. The measure runs to 6 August 2027. | n.a. | |

Policy context

## What governs a data center in Maryland

Montgomery Countycounty

18-month moratorium on permits for large-scale data centers, unanimously approved, defining large as "an aggregate monthly electricity demand of at least 25 megawatts".

The Montgomery County Council unanimously approved an 18-month permit moratorium for large-scale data centers at a 25 MW aggregate monthly demand threshold.

Prince George's Countycounty

Two-year countywide moratorium on hyperscale data center development, approved July 7, 2026, following a 180-day moratorium that led to regulations.

The Prince George's County Council passed a two-year moratorium on hyperscale data center development, extending an earlier 180-day pause tied to the $5B Landover project.

Maryland (statewide summary)state

C.4 floors: paused/at-risk MW n.a.; $5B (Landover); 1 named project plus 2-year countywide moratorium; 12 tracked actions.

Maryland's documented capital at risk centers on the $5B Landover project and the Prince George's County hyperscale moratorium, with 12 tracked actions statewide.

Maryland (Executive Order 01.01.2026.16)state

Applies to data centers of 25 MW or more that seek any state permit, incentive or letter of support after signing on 23 September 2026. Not a moratorium: projects receive a public determination of Aligned, Conditionally Aligned or Not Aligned; permits and incentive certifications already issued are not affected.

Gov. Wes Moore signed Executive Order 01.01.2026.16 on 23 September 2026, creating the Maryland Data Center Accountability Task Force, staffed by the Governor's Office, to review large data center proposals against five principles: ratepayer and grid protection, economic benefits, community voice, environmental protections, and transparency and accountability. For a Not Aligned project, agencies are to withhold facilitation, letters of support and advocacy, the Department of Commerce is not to approve a discretionary state incentive, and agencies are to defer substantive review until the developer documents its local approvals, all to the extent the law allows; the order states it does not authorize denying, delaying or conditioning a permit on grounds not already in law. It creates a public Data Center Dashboard updated monthly with location, developer, parent company, disclosed anchor tenant and projected power and water use, and bars state employees from entering nondisclosure agreements with data center developers. Moore also called on the General Assembly to repeal the 2020 data center sales and use tax exemption, which requires legislation. WYPR reported 13 Maryland jurisdictions with temporary moratoriums and Harford County with a ban at signing.

Maryland (BGE, Pepco and Delmarva Power large-load tariff filing at the PSC)state

Proposed tariff for large new customers, including data centers, in the BGE, Pepco and Delmarva Power territories; announced 29 September 2026, pending Maryland Public Service Commission review; MW threshold and charges not stated in the fetched sources

On Tuesday 29 September 2026 the three Exelon utilities in Maryland, Baltimore Gas and Electric, Pepco and Delmarva Power, announced measures to protect customers from the costs of large energy users such as data centers. BGE said a large load tariff filing was submitted to the Maryland Public Service Commission under which large new customers, including data centers, would pay their share toward the grid, and said the filing is intended to give clear accountability for the costs that growth creates. The Baltimore Sun reported that the utilities want large electricity users, including data centers, to cover more of the costs of connecting to the grid. Patch reports a PSC hearing on the filing later in the fall, with further hearings from 8 to 11 December 2026. The tariff terms and any MW threshold were not available in the fetched coverage, and nothing has been approved. The filings implement the Next Generation Energy Act (SB 937 / HB 1035), signed by Gov. Wes Moore on 20 May 2025, which requires every investor-owned utility and cooperative to submit for PSC approval a specific rate schedule for large-load customers, defined as commercial or industrial customers with aggregate monthly demand of at least 100 MW and a load factor above 80%, so that residential customers do not bear the financial risks of large loads interconnecting. On 25 June 2025 the PSC opened administrative docket PC 72 on large-load customer regulations and tariffs, convening a public conference and a work group.

Figures beside each state are named sites and blocked, delayed or restricted projects.

Part of the [North American Data Center Capital Atlas](https://savrn.com/data-center-capital-atlas), refreshed every Tuesday, Thursday and Saturday. Announced commitments overlap one another and overlap reported capital expenditure, so this page shows disclosed floors and never adds them into a single deployment figure. Informational, not investment or legal advice.

The SAVRN reference set

## Seven references, one system

Capital, delay, policy, water, grid, permits and scarcity are one system seen from seven sides. Each reference is primary-sourced, refreshed on a schedule, and links into the others, so a project can be followed from the money committed to the docket that stopped it.

Delay Watchlist

Project-level slippage: named projects, jurisdictional actions, utility and federal dockets, SEC disclosures, and the interconnection queue.

[Open the watchlist →](https://savrn.com/data-center-delay-tracker)

Moratorium Tracker

The policy layer: every state measure and local moratorium mapped and cited, with one page per state.

Open the tracker →

Water Tracker

Every federal, state, local and interstate water measure that touches a data center, plus a fifty-state water ledger.

Open the water tracker →

Grid Operator Watchlist

ERCOT, PJM, MISO, CAISO, SPP, NYISO, ISO-NE and FERC: the large-load rules, filings and queue positions that decide whether a site can energize.

Open the watchlist →

Permits and Power Development

Data center and substation permits, large loads in the interconnection queues, and the power plants planned to serve them, refreshed hourly from public records.

Open the permits tracker →

SAVRN Scarcity Tracker

Eleven primary-sourced indicators of AI infrastructure scarcity, one composite index, read against the token index, SAVRN's own cost basis and the frontier ceiling.
