## Blocked, delayed or restricted in Massachusetts

Every project in Massachusetts on the atlas's capital-at-risk record: the action taken, who took it, and the announced capital affected. Restarts and reversals are recorded with the same weight as blocks.

| Project | Developer | Jurisdiction | Action | Capital | Sources |
| --- | --- | --- | --- | --- | --- |
| Servistar Realties Westfielddelayed November 1, 2024 | Servistar Realties | Westfield | A $3-4 billion, 2.7M sq ft hyperscale data center campus proposed at 199 Servistar Industrial Way. | $4.0B | |
| Westfield data centerdelayed Permit extension decision postponed, reported 17 September 2026 | Undisclosed developer | Westfield | Case highlights retroactive political risk even for previously-approved projects as statewide sentiment on data centers shifts. The Planning Board voted unanimously to postpone deciding on Servistar Realties LLC's request for a three-year extension of its November 2021 special permit and to ask the Law Department whether the permit remains valid, because it was never registered at the Registry of Deeds and the required site plan and environmental review were never submitted. Servistar said no construction has started and no land has been bought. No new meeting date was set. | $4.0B | |
| Water Street DCblocked Jun 17 2026 | n.a. | Holyoke, MA | Permanent zoning ban adopted | $200M | |
| Agawam data center moratoriummoratorium Approved 8 September 2026 | n.a. | Agawam City Council | The Agawam City Council voted to temporarily block data centers through a moratorium, following a public hearing on 3 August 2026. Councilor Robert Rossi sought an amendment that would outright ban data centers larger than 12 MW, but no councilor seconded the motion after the council president said a moratorium and a ban cannot be combined in one ordinance. The vote came the same day Gov. Maura Healey signed an executive order giving municipalities authority over data center approvals. | n.a. | |
| Attleboro two-year data center moratoriummoratorium Passed on a Thursday evening; reported 21 August 2026; two years | n.a. | Attleboro City Council | The Attleboro City Council unanimously passed a two-year ban, which the council refers to as a moratorium, on data centers. The measure was first proposed in July 2026 by Councilor Diana Holmes as a one-year ban to give the city time to study whether it could accommodate a data center with current resources, and was lengthened before passage. | n.a. | |
| Greenfield one-year data center moratoriummoratorium Adopted 16 September 2026; one year, extendable 180 days | n.a. | Greenfield City Council | Greenfield City Council voted unanimously by roll call on Wednesday 16 September 2026 to adopt a one-year moratorium on data centers, brought by Precinct 7 Councilor Sarah Bolduc. The Planning Board will review zoning and research impacts on public safety, infrastructure, wildlife and natural resources. If the Planning Board has not produced recommendations within the year, the council may extend the moratorium by 180 days. | n.a. | |
| Leominster one-year data center moratoriummoratorium Approved 28 September 2026; in effect until 31 July 2027 | n.a. | Leominster City Council | The Leominster City Council voted 8-0 on Monday 28 September 2026 to approve a one-year moratorium on developing data centers, together with a separate moratorium on battery energy storage sites; both are in effect until 31 July 2027. Council President Claire Freda, who introduced them, said the pause gives the city time to study impacts and prepare rules before any proposal arrives. | n.a. | |
| Markley facilitymoratorium Moratorium 10 March 2026; permit appeal April 2026; partial stay 10 August 2026 | Markley | Lowell, MA | One-year moratorium, +180-day option. Residents appealed the Massachusetts DEP air permit, which allowed up to eight more diesel generators (27 in total), in April 2026. On 10 August 2026 Superior Court Judge William Barrett allowed a stay of the permit for the four backup diesel generators not yet installed, while Markley may operate the four already installed. Markley said it expects the court to find for DEP and Markley once the full record is before it. | n.a. | |
| Newburyport ban on water-cooled data centersmoratorium Approved 5 October 2026 (Monday); permanent prohibition, no end date reported; single outlet | n.a. | City of Newburyport | The Newburyport City Council on Monday 5 October 2026 unanimously approved an ordinance banning data centers that obtain water for cooling purposes, regardless of size and regardless of water source. Sponsor Councilor Ben Harman cited Governor Healey's September 2026 executive order giving local boards a say over data centers. No specific project was pending. | n.a. | |
| Shetland Park data center building permit (Salem)denied Permit revoked late June 2026; appeal denied unanimously by the ZBA 16 September 2026; citywide ban recommended by council committee 30 September 2026, final council vote pending | Prime Group Holding | City of Salem Building Department and Zoning Board of Appeals | Salem issued a building permit on 18 May 2026 for a building initially described as housing an IT services company, then revoked it in late June 2026 after detailed construction documents showed what the city classifies as a data center, a use not allowed under zoning. Developer Prime Group Holding appealed the revocation to the Zoning Board of Appeals, with a vote expected on 16 September 2026, and argues the facility is not a data center. Mayor Dominick Pangallo urged the board to uphold the revocation and has separately proposed a citywide data center ban that the City Council has not passed. On 16 September 2026 the Salem Zoning Board of Appeals voted unanimously to uphold the revocation of the permit for the 12,000 sq ft building it deemed a data center at Shetland Park. Mayor Pangallo's citywide ban ordinance had not been passed by the City Council. The Salem News reported on 1 October 2026 that the City Council's Committee on Ordinances, Licenses and Legal Affairs, meeting 30 September 2026, recommended the mayor's zoning amendment banning data centers for final approval by the full council, with clarified language so that routine data processing accessory to uses such as hospitals and telecommunications is not prohibited. Final passage by the full council had not been reported. | n.a. | |
| Shutesbury data center moratorium (Special Town Meeting Article 10)moratorium Adopted 30 September 2025; in place until 20 June 2026 | n.a. | Town of Shutesbury Special Town Meeting | Shutesbury's Special Town Meeting on 30 September 2025 passed Article 10 by 48 votes to 16, amending the zoning bylaw to establish a moratorium on applications for and building of data centers and listing data centers as a prohibited use in all districts. The moratorium took effect on adoption and ran until 20 June 2026, to give the Planning Board time to draft regulations for the spring 2026 town meeting. The Planning Board had voted 6-1 to bring the article forward after an inquiry to the town about how data centers are regulated. | n.a. | |

Policy context

## What governs a data center in Massachusetts

Massachusetts (Executive Order 658)state

Applies to data centers above 25 MW. Such projects must meet 100% of electricity demand with clean energy, by generating clean power on site, funding new clean generation nearby, or paying into a Ratepayer Protection Fund that flows back to electricity customers. Community benefits agreements with host communities must be struck before state permitting begins, and non-disclosure agreements between state agencies and data centers are barred.

Governor Maura Healey signed Executive Order 658 on 8 September 2026, establishing a bring-your-own-clean-energy framework for data centers above 25 MW and requiring local community approval before state permitting starts. The clean energy requirement is stricter than the state clean energy standard applying to other industries. The order also bars non-disclosure agreements between state agencies and data centers, which the administration frames as ensuring a transparent approval process. The order sets conditions on development; it is not a moratorium, and the atlas records it as a jurisdiction condition rather than as a blocked project. EO 658 builds on the 25 June 2026 Statement of Expectations for Responsible Data Center Development; MassDEP clean-energy protocols, the Ratepayer Protection Fund and an EEA municipal guidance document are due 31 December 2026, with annual reporting from September 2027.

Part of the [North American Data Center Capital Atlas](https://savrn.com/data-center-capital-atlas), refreshed every Tuesday, Thursday and Saturday. Announced commitments overlap one another and overlap reported capital expenditure, so this page shows disclosed floors and never adds them into a single deployment figure. Informational, not investment or legal advice.

The SAVRN reference set

## Seven references, one system

Capital, delay, policy, water, grid, permits and scarcity are one system seen from seven sides. Each reference is primary-sourced, refreshed on a schedule, and links into the others, so a project can be followed from the money committed to the docket that stopped it.
