| Wixom data center moratorium (ended early) and Midwinds Park proposalrestarted Restrictions adopted 26 August 2026, effective no later than 6 September 2026 | Wixom Industrial One, LLC (Sansone Group) | City of Wixom | Wixom's six-month data center moratorium ended early. On 26 August 2026 the city council adopted data center restrictions in its zoning ordinance, requiring a 1,500-foot setback from residential areas, parks and K-12 schools, prohibiting the use of well water, and requiring a 48-hour Monday-to-Friday sound study as part of an application. The council then passed a resolution making the restrictions effective no later than 6 September 2026, ending the moratorium roughly two and a half weeks before its scheduled expiration. Wixom Industrial One, LLC, operating under the Missouri-based Sansone Group, has sued the city, claiming the moratorium is illegal and was intended to permanently kill its proposed Midwinds Park data center of three buildings totaling 519,400 square feet at 30625 S. Wixom Road. | n.a. | |
| Ypsilanti Township 180-day moratorium on major electric utility infrastructuremoratorium Adopted August 2026 | n.a. | Ypsilanti Township | The Board of Trustees voted unanimously on Aug. 18, 2026 for a six-month moratorium on major electric utility infrastructure serving high-energy-demand uses, expressly including hyperscale and mid-sized data centers and AI computing facilities. The township, which had already paused water service for data centers, is seeking to slow a proposed University of Michigan and Los Alamos computing project and an associated 110 MW DTE substation. | n.a. | |
| Zeeland Township moratorium and PA 233 challengemoratorium Moratorium reported 1 September 2026; PA 233 suit filed July 2026, removed to federal court August 2026 | RWE Americas (Silver Maple Solar) | Zeeland Township, Ottawa County | The Zeeland Township board unanimously approved a one-year moratorium on data centers and energy facilities, repealing and replacing an earlier moratorium at the same meeting, to allow the township to review and update its master plan. Supervisor Kerri Bosma said the township had no pending data center or energy facility applicants. The township sued in July 2026 challenging Michigan's PA 233 siting law as unconstitutional; RWE Americas filed a notice of removal in August 2026 transferring the case from Ottawa County Circuit Court to the U.S. District Court for the Western District of Michigan, and the township moved to remand. RWE's Silver Maple Solar application before the Michigan Public Service Commission was suspended in July 2026 at the company's request. | n.a. | |

Planet Detroit reports the project is 1 GW, with DTE promising 1.6 GW of renewables, up to 480 MW of storage and demand response, a 20-year contract, and the first contested case for a hyperscale data center before the Michigan Public Service Commission. DTE's investor presentation lists the 1 GW Google agreement as executed and in the MPSC approval process, as upside to its capital plan. On Thursday 1 October 2026 the Michigan Public Service Commission unanimously approved, with conditions, DTE Electric's special contracts with Google LLC in Case No. U-22058: a primary supply agreement with a 20-year term, a minimum billing demand of 80% of contract capacity, an early termination payment ensuring at least 15 years of minimum monthly charges, and credit and collateral requirements; and a clean capacity accelerator agreement under which Google pays for DTE Electric to develop up to 1,600 MW of renewable energy and 480 MW of battery storage. DTE Electric expects service to begin in December 2027 and maximum load by December 2028. Policy context

## What governs a data center in Michigan

Michigan (statewide)state

Most heavily restricted state in the country with 73 tracked actions. C.4 floors: 1,383 MW (Saline, conditionally approved); $8.1B-$17.1B ($7-16B Saline + $1B Howell + $0.1B Ypsilanti); 4 named projects.

Michigan carries 73 tracked actions, the most of any state, spanning Detroit (proposed), Flint, and dozens of townships. The Saline Township campus was conditionally approved by the MPSC (Case U-21990) on December 18, 2025 despite residents voting against it.

Michigan (MPSC order on Consumers Energy large-load tariff)state

Applies to new data centers and other loads above 100 MW in Consumers Energy's territory; approved Thursday 6 November 2025. Conditions on service, not a moratorium

The Michigan Public Service Commission approved on Thursday 6 November 2025 Consumers Energy's rules for new data centers and other loads above 100 MW: a 15-year minimum contract term, a minimum bill of 80% of expected monthly demand regardless of use, and a ramp-up period of up to five years. The commission required Consumers to show that costs caused by each new large load are not subsidized by other customers, saying it aimed to make large loads fully pay for the costs to serve them and to guard against stranded assets if load fails to materialize. CMS Energy cited a 9 GW pipeline of potential data center, semiconductor and manufacturing projects.

Figures beside each state are named sites and blocked, delayed or restricted projects.

Part of the [North American Data Center Capital Atlas](https://savrn.com/data-center-capital-atlas), refreshed every Tuesday, Thursday and Saturday. Announced commitments overlap one another and overlap reported capital expenditure, so this page shows disclosed floors and never adds them into a single deployment figure. Informational, not investment or legal advice.

The SAVRN reference set

## Seven references, one system

Capital, delay, policy, water, grid, permits and scarcity are one system seen from seven sides. Each reference is primary-sourced, refreshed on a schedule, and links into the others, so a project can be followed from the money committed to the docket that stopped it.

Delay Watchlist

Project-level slippage: named projects, jurisdictional actions, utility and federal dockets, SEC disclosures, and the interconnection queue.

[Open the watchlist →](https://savrn.com/data-center-delay-tracker)

Moratorium Tracker

The policy layer: every state measure and local moratorium mapped and cited, with one page per state.

Open the tracker →

Water Tracker

Every federal, state, local and interstate water measure that touches a data center, plus a fifty-state water ledger.

Open the water tracker →

Grid Operator Watchlist

ERCOT, PJM, MISO, CAISO, SPP, NYISO, ISO-NE and FERC: the large-load rules, filings and queue positions that decide whether a site can energize.

Open the watchlist →

Permits and Power Development

Data center and substation permits, large loads in the interconnection queues, and the power plants planned to serve them, refreshed hourly from public records.

Open the permits tracker →

SAVRN Scarcity Tracker

Eleven primary-sourced indicators of AI infrastructure scarcity, one composite index, read against the token index, SAVRN's own cost basis and the frontier ceiling.

Have a specific address? Site Intelligence reads all seven references against one location, county, utility and grid operator included, and cites every finding.
