| Farmington Technology Park (Tract)litigation Nov 29 2025; resident coalition withdrew its suit 9 September 2026, township suit continues | Tract | Farmington, Dakota County | Denver-based Tract's 340-acre, up-to-12-building, 2.5M-sq-ft campus (~$5B at full buildout) on former golf-course/school land. Residents sued on technical and later environmental grounds; MCEA joined as party. On 9 September 2026 the Coalition for Responsible Data Center Development announced it is withdrawing its lawsuit against the city of Farmington, the Farmington School District and Tract Land Development, with chair Cathy Johnson stating that the merits remain valid but the ongoing high costs of litigation are no longer sustainable by the few residents who have personally shouldered the legal costs. Castle Rock Township's companion lawsuit against Farmington, challenging a breach of the Orderly Annexation Agreement, is unaffected and continues. This is a withdrawal on cost, not a ruling on the merits, and it removes one of the two challenges facing the project. | $5.0B | |
| Geronimo Power Nobles Countydenied April 21, 2026 | Geronimo Power | Nobles County | Nobles County (MN) Board of Commissioners voted 3-2 on April 21, 2026 to deny a zoning change that would have allowed Geronimo Power's proposed $4 billion, ~640-acre data center campus on farmland near Worthington | $4.0B | |
| Geronimo Power data center campus (agricultural preservation zoning change denied)denied Planning Commission recommendation 8 April 2026; County Board denial 21 April 2026 | Geronimo Power | Nobles County Board of Commissioners | The Nobles County Board of Commissioners voted 3-2 on Tuesday 21 April 2026 to reject a zoning text change that would have allowed data centers as a conditional use on agricultural preservation land. The vote blocks, for now, Geronimo Power's US$4 billion data center complex planned on about 950 acres of farmland east of Reading and north of Worthington. The Planning and Zoning Commission had recommended against the change on 8 April 2026. Geronimo's president said the company would step back and consider other options in the region. | ~$4.0B | |
| Amazon/AWS City of Beckercancelled May 23, 2025 | Amazon/AWS | City of Becker | Amazon planned a multibillion-dollar data center near the Xcel Sherco coal-fired power plant in Becker, proposing 250 diesel backup generators. | $1.0B | |
| Meta Rosemount (UMore Park)paused Oct 31 2025 | Jimnist LLC (Meta subsidiary) | Rosemount, Dakota County | Planning Commission approved the site plan, but the City Council paused final action until after Dec 20 pending completion of a required 5-year Alternative Urban Areawide Review (AUAR) update. Board of Regents approved a $39.7M land sale to Jimnist LLC; Xcel Energy filing put Meta's minimum investment at $700M. | $700M | |
| Google / Microsoft Minnesota (Statewide)cancelled March 12, 2026 | Google / Microsoft | Minnesota (Statewide) | Bipartisan bill HF4077/SF4379 to ban local government officials from signing NDAs with data center developers is advancing through both chambers. | $650M | |
| Amazon Becker data center (near Sherco)paused Pause disclosed 23 May 2025 | Amazon | City of Becker | Becker City Administrator Greg Lerud said on Friday 23 May 2025 that Amazon told the city it was suspending its development activities in Minnesota, including the roughly 350-acre site it bought in 2024 near the Sherco coal plant. An Amazon spokesperson said the company continues to evaluate the Becker location but is redirecting resources to projects that can deliver capacity more quickly, citing uncertainty. Amazon plans to keep owning the property. The pause came as Minnesota lawmakers debated added regulation of large data centers and their sales tax exemption on electricity. | n.a. | |

Eagan Capital sued the city on 15 June 2026, arguing only the Minnesota Public Utilities Commission may regulate electricity demand, and seeks to void the moratorium plus damages over $50,000. The city said it will defend the moratorium, noting the company had installed trailer-mounted chillers without permits, which led to denial of an interim use permit. | n.a. | |
| Elk River one-year data center moratorium (zoning amendment rejected, applications withdrawn)moratorium Zoning amendment rejected 6 July 2026; moratorium approved 3 August 2026; one year; single outlet | n.a. | Elk River City Council | The Elk River City Council unanimously approved a one-year moratorium on new data center development on 3 August 2026, prohibiting all data center applications while staff draft regulations. On 6 July 2026 the council had unanimously rejected a zoning amendment that would have allowed data centers as a conditional use in Light Industrial districts, and the applicant then formally withdrew its requests for the zoning amendment and a conditional use permit. Staff said the council can end the moratorium early once regulations are ready. | n.a. | |
| Former Star Tribune printing facility data center (North Loop)withdrawn Withdrawal confirmed by the city on 11 September 2026 | Legacy Investing | City of Minneapolis | Virginia-based Legacy Investing withdrew its land use application for a 20 MW data center at the former Star Tribune printing facility in Minneapolis's North Loop, a city spokesperson confirmed on 11 September 2026. The proposal drew heavy opposition from North Loop residents over environmental impacts and doubts about job creation. Minneapolis City Council had passed a six-month ban on data centers larger than 350,000 square feet in May 2026. The Star Tribune still owns the site. | n.a. | |
| Google Hermantown data center (Project Loon)litigation Environmental review suit filed November 2025; zoning and open meeting suit filed 29 April 2026; updated AUAR adopted, reported 5 October 2026 | Google (Mortenson Development) | St. Louis County District Court / City of Hermantown | The citizens' group Stop the Hermantown Data Center sued the City of Hermantown in St. Louis County District Court on 29 April 2026, alleging the city improperly amended its 2045 comprehensive plan and rezoned the Adolph neighborhood for the data center, and violated the open meeting law by closing three meetings. The group asks the court to vacate the plan and undo the rezoning the council approved in October 2025. A separate suit filed in November 2025 with the Minnesota Center for Environmental Advocacy alleges the project's environmental review was inadequate. No ruling in either case was found in the sources reviewed, and the project still needs city council approval. The Hermantown City Council voted unanimously, as reported on 5 October 2026, to adopt the updated Alternative Urban Areawide Review for the proposed data center, which was first adopted in October 2025 and redone and finalized in August 2026. The Stop the Hermantown Data Center group said residents had asked for a full Environmental Impact Statement instead. | n.a. | |
| Hastings one-year data center moratoriummoratorium Approved 17 August 2026; one year | n.a. | City of Hastings City Council | The Hastings City Council approved a one-year moratorium on data center development after a public hearing at its Monday 17 August 2026 meeting. The interim ordinance stops the city from accepting, reviewing or issuing data center permits while staff study the facilities and prepare regulations on location and operation. Community Development Director John Hinzman said the zoning code does not define data centers or address their impacts. | n.a. | |
| Le Sueur County 12-month data center moratorium (townships and unincorporated areas)moratorium Announced late May 2026 (reported 4 June 2026); 12 months; single outlet | n.a. | Le Sueur County Board | Le Sueur County announced at the end of May 2026 a moratorium on new data center proposals in its townships and unincorporated communities. | Minneapolis data center moratoriummoratorium Approved May 2026, six months | n.a. (city-wide action) | City of Minneapolis | The Minneapolis City Council approved a six-month interim moratorium on new data center development in May 2026, which does not require the mayor's signature. Downtown data centers with less than 350,000 sq ft of new or expanded space are exempt. Council supporters said the pause allows the city to write permanent regulations. | n.a. | |
| Minnetrista data center moratoriummoratorium Enacted August 2026 | n.a. | Minnetrista | Minnetrista, Minnesota, enacted a local data center moratorium or ban, recorded in SAVRN's moratorium tracker as dated August 2026. The suit challenges the city's approval of an Alternative Urban Areawide Review tied to possible data center development and asks the court to reverse the approval and require more environmental review. MCEA said it did not seek an injunction and the filing does not pause city processes. No formal data center site application had been submitted. | n.a. | |
| North Mankato 12-month data center moratoriummoratorium Adopted 21 September 2026; 12 months, renewable for one year | n.a. | North Mankato City Council | After a public hearing on Monday 21 September 2026, the North Mankato City Council unanimously adopted a 12-month moratorium on data centers, during which no new data centers may be built and the city will not accept, review, process or approve applications. The ordinance authorizes a study of local impacts and of how other communities regulate data centers, and can be renewed for another year. The council had tabled the item on 3 August 2026. | n.a. | |
| Oppidan City of North Mankatolitigation August 1, 2025 | Oppidan | City of North Mankato | Oppidan halted its data center project citing lengthy permitting for diesel generators. | n.a. | |
| Oppidan Hampton data centerpaused Reported mid-November 2025 | Oppidan | City of Hampton | Excelsior-based Oppidan paused work on data center projects in Hampton and North Mankato, citing the time required for the state to permit backup generators, the Minnesota Star Tribune reported in November 2025. | Pine Island data center (Project Skyway)court halt Suit October 2025; injunction 22 May 2026; Attorney General comments on the Xcel and Google agreement filed with the PUC 1 October 2026 | Ryan Companies (developer); Google (end user) | Goodhue County District Court / City of Pine Island | The Minnesota Center for Environmental Advocacy sued the City of Pine Island and Ryan Companies in October 2025, arguing the Project Skyway environmental review covered a generic technology center rather than the Google data center. On 22 May 2026 Goodhue County District Judge Patrick Biren enjoined all construction and pre-construction activity, finding MCEA likely to succeed on the merits, with a $2,000 bond. The court also denied the city and developer's request to rule the review adequate. The case has moved to discovery, and the next hearing is reported for 22 February 2027. Separately, on Thursday 1 October 2026 Minnesota Attorney General Keith Ellison filed comments with the Minnesota Public Utilities Commission arguing that Xcel Energy has not shown its agreement to power Google's Pine Island data center is reasonable, in the public interest or compliant with the state law that assigns all costs of very large customers to those customers, and that other ratepayers could bear millions of dollars, and possibly more than a billion dollars, in extra costs. | n.a. | |
| Plymouth 12-month moratorium on data centers over 50,000 square feetmoratorium Approved unanimously 8 September 2026; 12 months | n.a. | City of Plymouth City Council | The Plymouth City Council unanimously approved an interim ordinance on 8 September 2026 prohibiting the location, establishment and operation of data centers larger than 50,000 square feet for 12 months. The moratorium fills a gap in city zoning while staff study data centers. Council had directed staff to draft the ordinance at an August work session. The city has one data center, operating since 1991. | n.a. | |
| QLevr Carmen Avenue data center (moratorium carve-out)approved after delay Carve-out approved 3-1 on 14 September 2026; major site plan approved 28 September 2026 | QLevr LLC | City of Inver Grove Heights | Inver Grove Heights City Council voted 3-1 at its Monday meeting (14 September 2026) to exempt QLevr LLC's proposed data center from the one-year citywide moratorium the council adopted 3-2 in June 2026. QLevr had sued the city in Dakota County District Court in July 2026 calling the moratorium unlawful, and its attorneys offered to dismiss the suit without damages if the project was carved out; the city attorney cited potential liability of at least $20 million against $1 million of insurance. The council is set to vote on the major site plan on 28 September 2026. The moratorium remains in place for all other data center projects. The underlying one-year citywide moratorium was approved 3-2 on 26 June 2026, after QLevr had threatened legal action if the project was put on hold. Residents also filed a petition with more than 700 signatures seeking an environmental assessment worksheet. On Monday 28 September 2026 the City Council approved the major site plan for the data center, which KARE 11 describes as 55,000 square feet, covering architecture, landscaping, light output and parking. The one-year moratorium remains in effect for all other data center projects in the city. | n.a. | |

Policy context

## What governs a data center in Minnesota

Minnesota (2025 data center law, Special Session Chapter 12)state

Qualified large-scale data centers: at least 25,000 sq ft and $250 million of construction and IT investment within 60 months after 30 June 2025; special water permit conditions above 100 million gallons a year of consumptive use; effective 15 June 2025 except where noted. Conditions and fees, not a moratorium

Minnesota's 2025 data center law (SSHF16/SSSF19, 2025 First Special Session Chapter 12; passed the House 85-43 and the Senate 40-26 in the one-day special session ending 10 June 2025 and took effect 15 June 2025) directs the Public Utilities Commission to create a new customer class of very large customers and to approve any electric service agreement between such a customer and a utility, ensuring that none of its costs, including stranded costs, fall on other customers and that its supply meets the state's renewable, solar and carbon-free standards. Each utility must offer a voluntary clean energy and capacity tariff to commercial and industrial customers that pays the full cost of new resources. Large-scale data centers pay an annual fee scaled to forecast peak demand into an energy conservation account used for low-income utility programs. Permitting is coordinated through DEED's Business First Stop program, consumptive water use above 100 million gallons a year triggers special permit conditions, and construction workers must be paid prevailing wage. The law extended the sales tax exemption on IT equipment and software to 35 years while ending the exemption on electricity, and requires green building certification within three years or repayment of the exemption.

Figures beside each state are named sites and blocked, delayed or restricted projects.

Part of the [North American Data Center Capital Atlas](https://savrn.com/data-center-capital-atlas), refreshed every Tuesday, Thursday and Saturday. Announced commitments overlap one another and overlap reported capital expenditure, so this page shows disclosed floors and never adds them into a single deployment figure. Informational, not investment or legal advice.

The SAVRN reference set

## Seven references, one system

Capital, delay, policy, water, grid, permits and scarcity are one system seen from seven sides. Each reference is primary-sourced, refreshed on a schedule, and links into the others, so a project can be followed from the money committed to the docket that stopped it.

Delay Watchlist

Project-level slippage: named projects, jurisdictional actions, utility and federal dockets, SEC disclosures, and the interconnection queue.

[Open the watchlist →](https://savrn.com/data-center-delay-tracker)

Moratorium Tracker

The policy layer: every state measure and local moratorium mapped and cited, with one page per state.

Open the tracker →

Water Tracker

Every federal, state, local and interstate water measure that touches a data center, plus a fifty-state water ledger.

Open the water tracker →

Grid Operator Watchlist

ERCOT, PJM, MISO, CAISO, SPP, NYISO, ISO-NE and FERC: the large-load rules, filings and queue positions that decide whether a site can energize.

Open the watchlist →

Permits and Power Development

Data center and substation permits, large loads in the interconnection queues, and the power plants planned to serve them, refreshed hourly from public records.

Open the permits tracker →

SAVRN Scarcity Tracker

Eleven primary-sourced indicators of AI infrastructure scarcity, one composite index, read against the token index, SAVRN's own cost basis and the frontier ceiling.
