Who is investing

## Who is investing in data centers in New Hampshire?

No capital provider has a named site commitment on record in New Hampshire as of October 8, 2026. The atlas records a site the day it can be tied to a filing, an issuer release, a government announcement or reporting of record, not before. The activity here is on the other side of the ledger: 5 projects blocked, delayed or restricted, listed below.

## Blocked, delayed or restricted in New Hampshire

Every project in New Hampshire on the atlas's capital-at-risk record: the action taken, who took it, and the announced capital affected. Restarts and reversals are recorded with the same weight as blocks.

| Project | Developer | Jurisdiction | Action | Capital | Sources |
| --- | --- | --- | --- | --- | --- |
| Bow data center (former Merrimack Station site)other 2 September 2026 | Granite Shore Power | State of New Hampshire | Governor Kelly Ayotte said on 2 September 2026 that she opposes the proposed Bow hyperscale data center and any data center in New Hampshire, and that she will include a multi-year moratorium in her next state budget proposal, which would not take effect before July 2027. She said an executive order could impose a ban sooner. State House Democrats separately announced plans to file 24-month moratorium legislation for the 2027 session. The project is at feasibility-study stage: Eversource Energy is conducting a study at Granite Shore Power's request for a hyperscale data center tied to the Bow coal plant that ceased operating in 2025. No moratorium has been enacted and no formal application has been filed. FERC filings describe a preliminary Eversource study, requested by Merrimack Station owner Granite Shore Power, on the viability of connecting a 350 MW project to the grid, while an Eversource executive mentioned a developer considering a data center of up to 200 MW in Bow. On 2 September 2026 Gov. Kelly Ayotte said she opposes the potential Bow data center and plans to propose a statewide moratorium on data centers. | n.a. | |
| Canterbury data center moratoriummoratorium Enacted March 2026 | n.a. | Canterbury | Canterbury, New Hampshire, enacted a local data center moratorium or ban, recorded in SAVRN's moratorium tracker as dated March 2026. Voters approved zoning amendment banning data centers in all zones, 322-63; Planning Board proposed marking 'Data Centers' as 'Not Allowed' in every zone. The measure has no end date by design. | n.a. | |
| Nottingham 12-month data center moratoriummoratorium Approved by town vote 8 September 2026; reported 9 September 2026; 12 months | n.a. | Town of Nottingham | Nottingham voters approved a 12-month moratorium on any data center development within town limits by 1,335 votes to 143. The moratorium gives town officials time to consider permanent zoning changes. A Merrimack County Superior Court judge dismissed a lawsuit arguing the ballot question was misleading and too confusing to go before voters. | n.a. | |
| Nottingham Business Park data centerwithdrawn Withdrawn 27 May 2026 | Thomas Moulton | Town of Nottingham | Developer Thomas Moulton withdrew his proposal to convert a vacant Route 4 warehouse into a data center on 27 May 2026, hours before a planning board meeting where a large turnout was expected. More than 25,000 people signed a petition against it, citing water, energy costs, noise and the Lamprey River watershed. The withdrawal letter said the applicant would study whether the use is appropriate, leaving a possible return open. | n.a. | |
| Rochester data center moratoriummoratorium Enacted September 2026 | n.a. | Rochester | Rochester, New Hampshire, enacted a local data center moratorium or ban, recorded in SAVRN's moratorium tracker as dated September 2026. City Council enacted ordinance prohibiting data centers in every zoning district except Recycling Industrial zone (conditional use permit required); Waste Management owns most land in that zone, making construction effectively impossible. Two hours of resident testimony at Aug 18 public hearing. The measure has no end date by design. | n.a. | |

Policy context

## What governs a data center in New Hampshire

New Hampshire (statewide)state

No moratorium enacted. Governor Kelly Ayotte said on 2 September 2026 she will propose a multi-year moratorium in her next state budget, effective no earlier than July 2027, and raised the possibility of an earlier executive order. State House Democrats plan 24-month moratorium legislation for the 2027 session. No project-level dollar or megawatt figures disclosed.

New Hampshire enters the atlas as a proposed-restriction jurisdiction rather than an enacted one. The governor stated opposition to siting any data center in the state on energy-price grounds, in the context of a Granite Shore Power hyperscale proposal at the retired Bow coal plant for which Eversource Energy is conducting a feasibility study.

Part of the [North American Data Center Capital Atlas](https://savrn.com/data-center-capital-atlas), refreshed every Tuesday, Thursday and Saturday. Announced commitments overlap one another and overlap reported capital expenditure, so this page shows disclosed floors and never adds them into a single deployment figure. ## Seven references, one system

Capital, delay, policy, water, grid, permits and scarcity are one system seen from seven sides. Each reference is primary-sourced, refreshed on a schedule, and links into the others, so a project can be followed from the money committed to the docket that stopped it.
