Capital at risk

## Blocked, delayed or restricted in Utah

Every project in Utah on the atlas's capital-at-risk record: the action taken, who took it, and the announced capital affected. Restarts and reversals are recorded with the same weight as blocks.

| Project | Developer | Jurisdiction | Action | Capital | Sources |
| --- | --- | --- | --- | --- | --- |
| 40,000-acre / 9 GW campusother 2026 | n.a. | Utah | Approved; referendum underway needing 5,422 signatures in 45 days | n.a. | |
| B+F Timpanogos Tech data center (1507 S. 180 East, East Bay)denied Denied unanimously 10 March 2026 | B+F Timpanogos Tech | Provo City Council | The Provo City Council voted unanimously on Tuesday 10 March 2026 to deny the developer's request to apply the city's data center overlay zone to the property, the first application under that overlay. The planning commission had recommended approval on 11 February 2026. Council members cited noise, environmental and energy cost concerns and said they want results from an economic development study first. | n.a. | |
| Box Elder County data center moratorium (Stratos exempt)moratorium Approved 10 June 2026; 180 days, Stratos exempt | n.a. (county-wide land use action) | Box Elder County | Box Elder County commissioners approved a 180-day halt on new data center development on 10 June 2026 to study guidelines and address concerns raised by the Stratos controversy. The county stated the ordinance does not permanently prohibit data centers but establishes a temporary planning period for research, analysis, public participation and policy development. The Stratos project, described as a data center with up to 9 gigawatts of power generating capacity and already approved, is exempt from the moratorium. The Military Installation Development Authority approved the Stratos project area in April 2026 and the project area was later reduced. The record here is that the county's pause did not reach the capacity already entitled. | n.a. | |
| Cache County temporary data center moratoriummoratorium Approved unanimously 23 June 2026; 180 days | n.a. | Cache County Council | The Cache County Council unanimously approved Ordinance 2026-32 at its 23 June 2026 meeting, establishing a temporary moratorium on proposed data centers in unincorporated areas. The ordinance cites a compelling public interest in protecting grid capacity, water resources and zoning integrity. Council Chair Sandi Goodlander said no utility-scale data center developer had approached the county. The vote followed controversy over a data center campus in neighboring Box Elder County. | n.a. | |
| Clearfield 180-day data center moratoriummoratorium Approved 4-0 on 8 September 2026; 180 days | n.a. (city-wide land use action) | City of Clearfield | The Clearfield City Council voted 4-0 on 8 September 2026 to freeze all data center development in the city for 180 days, although no such project had been proposed there. City staff proposed the moratorium to study land use and infrastructure questions before a developer applies; the city's code does not currently define a data center. Mayor Mark Shepherd pointed to the grandiose scale of the Stratos campus taking shape in Box Elder County during the discussion. Logan adopted a 180-day moratorium on data center and power plant development on 30 June 2026 and Iron County commissioners passed one on 26 May 2026. | n.a. | |
| Grand County data center moratoriummoratorium Enacted July 2026 | n.a. | Grand County | Grand County, Utah, enacted a local data center moratorium or ban, recorded in SAVRN's moratorium tracker as dated July 2026. 180-day temporary land use regulation, unanimous: pauses acceptance, processing and approval of applications, permits and licenses for data centers, data center power plants and associated digital infrastructure. Pre-emptive. nothing was in the queue. The measure runs to 3 January 2027. | n.a. | |
| Iron County 180-day data center and solar moratoriummoratorium Adopted unanimously 26 May 2026; ends 22 November 2026 | n.a. | Iron County | The Iron County Commission unanimously adopted a 180-day moratorium on 26 May 2026 covering data centers, data center power plants and solar plants; it ends 22 November 2026 and cannot be extended. A replacement ordinance limiting water use, noise and light and raising permit fees goes to a Planning Commission hearing on 8 October 2026. | n.a. | |
| Logan 180-day data center and data center power plant moratoriummoratorium Approved unanimously 30 June 2026; 180 days | n.a. | Logan Municipal Council | At a special meeting on 30 June 2026, the Logan Municipal Council unanimously approved Ordinance 26-12, a 180-day temporary land use moratorium on data centers and data center power plants. The city will not accept, process, approve or issue any application or permit authorizing their construction during the pause. Council Chair Mike Johnson said the delay gives staff time to write regulations, and the city scheduled a 28 July open house for resident input. | n.a. | |
| Milford data center moratoriummoratorium Enacted June 2026 | n.a. | Milford | Milford, Utah, enacted a local data center moratorium or ban, recorded in SAVRN's moratorium tracker as dated June 2026. Ordinance 04-2026: 180-day moratorium on data centers, data center power plants, and solar energy facilities; 5-0 unanimous. Council determined data centers are not appropriate land use within city limits. The measure runs to 13 December 2026. | n.a. | |
| Mona area data center approval process challengeunder appeal Conditional use permit approved at a 15 April 2026 hearing; resident challenge reported 8 September 2026; appeal filed with Juab County Commission 15 September 2026 | Not identified in reporting | Juab County | Residents of the Mona area are challenging how a proposed data center of roughly 3 million square feet, described in reporting as a $10 billion project and the largest in Juab County's history, was approved with little public input. County commissioners did not approve the project themselves: planning officials cleared it through a zone change and a conditional use permit, and the public hearing on 15 April 2026 lasted about four minutes with only the county, the selling landowners and the developers present. Residents say they learned of the project only recently and are asking how the zone change was presented to the public and how the conditional use permit was approved, and are demanding a public hearing before any further decision rather than after it is final. No approval has been rescinded and no litigation is recorded here; this is a live challenge to the process. The capital figure is left blank because the $10 billion is a press characterization, not a disclosed commitment. On Tuesday 15 September 2026 the community group Mona Cares filed an appeal asking the Juab County Commission to overturn the conditional use permit, arguing the county did not give residents adequate and actual notice. Commission Chair Clint Painter said the county followed state notice requirements and warned that reversing the approval could expose the county to costly developer lawsuits. Appeals are normally due within 30 days; the group argues the August posting of the meeting minutes supports accepting it. Whether the commission will accept the appeal had not been decided. | n.a. | |
| Salt Lake County pause pending data center rules (unincorporated areas)paused Resolution adopted 15 September 2026; rules expected spring 2027 | n.a. | Salt Lake County Council | On Tuesday 15 September 2026 the County Council voted unanimously for a resolution directing staff to draft data center rules for unincorporated areas; no new data centers will be considered until the rules are adopted, expected next spring, with a council review of the draft ordinance by mid-February 2027. | n.a. | |
| Wayne County data center moratoriummoratorium Enacted July 2026 | n.a. | Wayne County | Wayne County, Utah, enacted a local data center moratorium or ban, recorded in SAVRN's moratorium tracker as dated July 2026. Resolution 2026-04: immediate 180-day moratorium on all land use applications for data centers, data center power plants (explicitly including nuclear) and supporting digital infrastructure, unanimous. County code did not address data centers at all. The measure runs to 17 January 2027. | n.a. | |

Policy context

## What governs a data center in Utah

Utah (SB 132 large-load service law)state

Large loads of 100 MW or more within five years in Rocky Mountain Power's territory; signed at the end of March 2025, effective the following month per Latitude Media. Creates supply pathways, not a moratorium

Utah's SB 132, sponsored by Sen. Scott Sandall and signed by Gov. Spencer Cox at the end of March 2025, modifies Rocky Mountain Power's duty to serve large loads. The utility has 90 days to evaluate a large-load request and decide whether it can serve it without significant investment; if it cannot, or no agreement is reached, the customer may contract with one or more large-scale generation providers using the utility's transmission (registering with the Public Service Commission and using generation that meets NERC and WECC standards and can serve the whole load), or build a closed private generation system entirely behind the meter. The stated aim is to keep existing ratepayers from bearing the cost of large new loads. An early requirement that wind and solar be fully backed by storage was dropped, but backup supply arrangements must be specified.

The policy layer for Utah lives in three companion references: the [Utah Data Center Moratorium Tracker](https://savrn.com/data-center-moratorium-tracker/utah) for every state measure and local moratorium on record, the [Water Tracker](https://savrn.com/data-center-water-tracker) for the water rules that touch a site, and the [Grid Operator Watchlist](https://savrn.com/data-center-grid-operator-watchlist) for the large-load rules of the RTO or utility that decides whether it can energize.

Figures beside each state are named sites and blocked, delayed or restricted projects.

Part of the [North American Data Center Capital Atlas](https://savrn.com/data-center-capital-atlas), refreshed every Tuesday, Thursday and Saturday. Announced commitments overlap one another and overlap reported capital expenditure, so this page shows disclosed floors and never adds them into a single deployment figure. Informational, not investment or legal advice.

The SAVRN reference set

## Seven references, one system

Capital, delay, policy, water, grid, permits and scarcity are one system seen from seven sides. Each reference is primary-sourced, refreshed on a schedule, and links into the others, so a project can be followed from the money committed to the docket that stopped it.

Delay Watchlist

Project-level slippage: named projects, jurisdictional actions, utility and federal dockets, SEC disclosures, and the interconnection queue.

Moratorium Tracker

The policy layer: every state measure and local moratorium mapped and cited, with one page per state.

Water Tracker

Every federal, state, local and interstate water measure that touches a data center, plus a fifty-state water ledger.

Grid Operator Watchlist

ERCOT, PJM, MISO, CAISO, SPP, NYISO, ISO-NE and FERC: the large-load rules, filings and queue positions that decide whether a site can energize.

Permits and Power Development

Data center and substation permits, large loads in the interconnection queues, and the power plants planned to serve them, refreshed hourly from public records.

Open the permits tracker →

SAVRN Scarcity Tracker

Eleven primary-sourced indicators of AI infrastructure scarcity, one composite index, read against the token index, SAVRN's own cost basis and the frontier ceiling.
