## What Workforce Pell covers

The U.S. Department of Education's final rule, published May 19, 2026, makes Pell Grants available for workforce programs of 150 to 599 clock hours delivered over at least eight and fewer than fifteen weeks. The program must lead to a recognized postsecondary credential that stacks into a higher-level, for-credit program and prepare students for a high-skill, high-wage or in-demand occupation as determined by the state. The rule takes effect July 20, 2026, with early implementation permitted from July 1, 2026.

Eligibility also runs through the institution: the program must have operated for at least one year at an accredited institution with no suspension, emergency action or program termination in the previous five years. Approval is granted by the state and the accreditor, program by program.

## The nine Level 1 certificates, hour for hour

## What a partner college or state has to do

Workforce Pell is claimed by an accredited institution, not by a training provider on its own. A college that adopts an Institute certificate submits it for state determination of high-skill, high-wage or in-demand status and for accreditor approval, then reports completion and placement outcomes under the rule. Shorter stackable modules drawn from a Level 1 certificate can be submitted the same way where they meet the 150-hour floor and the eight-week minimum.

SAVRN does not grant financial aid and does not claim Pell eligibility for any program. Eligibility is determined by the Department of Education, the state and the accreditor for a named institution and program.

### Can Workforce Pell pay for a data center technician certificate?

It can pay for a program of 150 to 599 clock hours over eight to fourteen weeks that a state has found high-skill, high-wage or in-demand and an accreditor has approved at an eligible institution. Of the Institute's nine Level 1 certificates, the 576-hour Service Delivery Coordinator certificate falls in that band; the other eight exceed 599 hours and fall in the standard Pell band instead.

### When does Workforce Pell start?

The final rule is effective July 20, 2026, and institutions may implement it early from July 1, 2026, the start of the 2026-27 award year.
