# Power Supply Chain and Demand in Texas

ERCOT runs most of Texas's grid. 94,175 MW of new generation is planned in Texas, 31,687 MW of it under construction or built and awaiting operation, against 4,829 MW of planned retirements through 2030. 446 data centers are identified in the state, with 2,933 MW of data center load in tracked grid queues. Residential electricity averaged 16.06¢/kWh in 2026 through July, +5.7% from a year earlier. Unemployment was 4.4% in August 2026, and construction employment is +18.7% against August 2019. The SAVRN trackers hold 25 local moratoria or restrictions for Texas across all statuses (11 in force) and 32 named projects on the Delay Watchlist.

## What the build-out changed in Texas

Texas is at the center of the build-out: the demand is here and the construction economy has moved with it. Planned generation equals 46% of the power plants Texas runs today, one of the steepest build-outs in the country (2nd). Developers have announced $194.6B of data center capital in Texas, 2nd among the 31 states with a disclosed figure. Commercial electricity sales, the class that includes data centers, are +7.0% year to date, 6th in the country. Pushback is organized: the SAVRN trackers hold 25 local moratoria or restrictions in Texas, 19th in the country.

The [Texas Data Center Map page](https://savrn.com/data-center-map/texas) counts only active local pauses and delayed or blocked projects as of its September 2 rebuild, so its figures are lower. The difference is one of definition and date.

## Texas power, answered from the record

### How much new power generation is planned in Texas?

EIA's August 2026 inventory lists 94,175 MW of planned generators in Texas, 31,687 MW of it under construction or built. By capacity the pipeline is solar 41%, battery storage 27%, natural gas 22%. The largest single unit is Project Matador Nuclear (1,117 MW, Fermi Nuclear). Owners plan to retire 4,829 MW from 2026 to 2030.

### Who runs the power grid in Texas?

ERCOT serves most of Texas as the regional wholesale market and grid operator. 2,933 MW of data center load sits in tracked queues, 6th in the country.

### Which data center projects are delayed in Texas?

The SAVRN Delay Watchlist names 32 projects in Texas, among them Project Matador (Amarillo) (11,000 MW), GW Ranch (Fort Stockton) (5,000 MW), Amazon 7.65 GW Gas Plant / Self-Contained Island (5,000 MW).

### How much do data centers add to the Texas economy?

PwC's 2026 study for the Data Center Coalition credits the industry with 428,660 in-state jobs, $65.8B of GDP (2.4% of the state economy, 14th of 51) and $4.5B in state and local taxes in 2024. These are modeled estimates commissioned by the industry.

### Is planned generation in Texas on schedule?

238 of 359 planned units of 50 MW or more not yet under construction are past the latest date to order a step-up transformer (more than 160 weeks) for their planned in-service date, and 53 gas units are past the turbine order date (about five years). They hold schedule only if equipment is already on order.

### Is the build-out creating trade jobs in Texas?

Construction employment is +18.7% against August 2019. Electrical contractor jobs went from 92,711 in 2019 to 114,972 in 2025 (+24.0%, 17th in the country).

### Are electricity prices rising in Texas?

Residential electricity averaged 16.06¢/kWh from January to July 2026, +5.7% on a year earlier, the 33rd fastest increase of 51. Commercial sales, the class that includes data centers, changed +7.0%.

### Does Texas have a data center moratorium?

The SAVRN Moratorium Tracker holds 12 state-level measures (8 enacted) and 25 local moratoria or restrictions in Texas, 11 of them in force, 19th most in the country.
