Power Supply Chain and Demand in Virginia

PJM runs most of Virginia's grid. 7,373 MW of new generation is planned in Virginia, 3,611 MW of it under construction or built and awaiting operation, against 475 MW of planned retirements through 2030. 825 data centers are identified in the state, with 70,532 MW of data center load in tracked grid queues. Residential electricity averaged 16.83¢/kWh in 2026 through July, +13.1% from a year earlier. Unemployment was 3.6% in August 2026, and construction employment is +11.4% against August 2019. The SAVRN trackers hold 13 local moratoria or restrictions for Virginia across all statuses (11 in force) and 58 named projects on the Delay Watchlist.
What the build-out changed in Virginia
Virginia is at the center of the build-out: the demand is here and the construction economy has moved with it. Developers have announced $213.4B of data center capital in Virginia, 1st among the 31 states with a disclosed figure. 70,532 MW of data center load is waiting in Virginia's grid queues, 1st of the 11 states where SAVRN tracks data center queue load. The data center industry now accounts for 3.9% of Virginia's economy, the 3rd largest share of any state (the median state is 1.8%), counting the industry's in-state suppliers and payrolls. Households pay part of the cost: residential prices are +13.1% year to date, the 4th fastest increase of 51. Factory employment is the exception: manufacturing jobs are -4.9% against August 2019.

EIA's August 2026 inventory lists 7,373 MW of planned generators in Virginia, 3,611 MW of it under construction or built. By capacity the pipeline is solar 47%, wind 37%, natural gas 14%. The largest single unit is Coastal Virginia Offshore Wind (CVOW) Commercial Project (2,640 MW, Dominion Energy Inc.). Owners plan to retire 475 MW from 2026 to 2030.
