Methodology and scope

This watchlist tracks U.S. data center projects, operators, and jurisdictional actions that carry a documented public paper trail: securities filings, regulatory dockets, litigation, government statements, utility filings, and trade press. It is maintained as a neutral reference. Entries are recorded as observed; the tracker does not rank projects or advocate an outcome.

  • Status reflects the most recent public signal for each entry. Where a project continues on schedule, that is recorded as plainly as a delay.
  • Capacity is shown in megawatts where reported, and left blank where not disclosed.
  • Local restrictions, utility dockets, lawsuits, and federal actions are drawn from primary filings and reputable outlets, each linked to its source.
  • The ERCOT queue snapshot is extracted directly from the ERCOT GIS Report.
  • Signals are collected on a recurring basis and reconciled into a single source of truth before publication.

The SAVRN reference set

Seven references, one system

Capital, delay, policy, water, grid, permits and scarcity are one system seen from seven sides. Each reference is primary-sourced, refreshed on a schedule, and links into the others, so a project can be followed from the money committed to the docket that stopped it.

Have a specific address? Site Intelligence reads all seven references against one location, county, utility and grid operator included, and cites every finding.

What is the Nationwide Data Center Delay Watchlist?

It is a continuously maintained, primary-sourced record of U.S. data center projects, jurisdictional actions, public-company exposure, and securities filings affected by delay, moratorium, litigation, and grid constraint. Each entry links to its documented public source, and it is maintained as a neutral reference.

How is a project's status determined?

Status reflects the most recent public signal for each entry: halted, delayed, cancelled, pending review, litigation active, audit paused, under appeal, or withdrawn. Where a project continues on schedule, that is recorded as plainly as a delay.

How are delay days measured?

Delay days are measured against the original announced target where available, or against the first documented delay date.

How often is the watchlist updated?

Signals are collected on a recurring basis from SEC EDGAR and trade-press feeds and reconciled into the single source of truth before publication.

How is this different from the Data Center Moratorium Tracker?

The Moratorium Tracker maps state and local policy measures. This watchlist tracks named projects, operators, public-company exposure, and securities filings, with delay status and cause for each. The two are companion references.
