This watchlist tracks U.S. data center projects, operators, and jurisdictional actions that carry a documented public paper trail: securities filings, regulatory dockets, litigation, government statements, utility filings, and trade press. It is maintained as a neutral reference. Entries are recorded as observed; the tracker does not rank projects or advocate an outcome.
- Status reflects the most recent public signal for each entry. Where a project continues on schedule, that is recorded as plainly as a delay.
- Capacity is shown in megawatts where reported, and left blank where not disclosed.
- Local restrictions, utility dockets, lawsuits, and federal actions are drawn from primary filings and reputable outlets, each linked to its source.
- The ERCOT queue snapshot is extracted directly from the ERCOT GIS Report.
- Signals are collected on a recurring basis and reconciled into a single source of truth before publication.

How is a project's status determined?

How are delay days measured?
Delay days are measured against the original announced target where available, or against the first documented delay date.
