denied January 9, 2024
NE Edge Waterford / East Lyme
CT Siting Council denied Dominion Energy's petition to modify Millstone Power Station boundaries for NE Edge's 1.5M sq ft hyperscale data center (300MW, ~15% of reactor output).

Morris data center moratorium
moratorium Enacted May 2026
n.a. Morris
Morris, Connecticut, enacted a local data center moratorium or ban, recorded in SAVRN's moratorium tracker as dated May 2026. 2-year moratorium covering data centers and battery storage, passed unanimously by the PZC. Driven by farmland and rural character concerns. The measure runs to 20 May 2028.

NE Edge data center at Millstone Power Station
denied Siting Council petition denied January 2024; host fee agreement reported ended April 2026 (opinion piece by project opponent)
NE Edge (with Dominion Energy) Connecticut Siting Council / Town of Waterford
NE Edge proposed two data center buildings of roughly 1.5 million square feet at Dominion Energy's Millstone nuclear station in Waterford, drawing 300 megawatts directly from the plant. In January 2024 the Connecticut Siting Council denied Dominion's petition arguing that the data centers and switchyard were unrelated to its generating operations and so not subject to council approval. A CT Mirror opinion piece by a member of the residents' group, published 15 April 2026, states that the host fee agreement between NE Edge-Waterford LLC and the Town of Waterford has ended due to a default and expired by its terms.

New Haven 12-month data center moratorium
moratorium Approved unanimously by the Board of Alders 22 September 2026; 12 months
n.a. New Haven Board of Alders
On Tuesday 22 September 2026 the New Haven Board of Alders unanimously approved a one-year moratorium on new data centers, authored by Majority Leader Richard Furlow. City Plan staff will use the period to review zoning, under which data processing centers are otherwise allowed as of right in light and heavy industrial zones and the transit oriented community zone. The city has not received any AI data center proposals.
n.a.
Trumbull two-year data center moratorium
moratorium Approved unanimously 11 September 2026; two years, effective immediately
n.a. (town-wide land use action) Town of Trumbull
The Trumbull Town Council approved a two-year moratorium on new data centers unanimously by voice vote on 11 September 2026, effective immediately. The resolution reaches only newly built data centers and expressly does not apply to work under way at Trumbull Corporate Park on Merritt Boulevard, where 365 Data Centers of Norwalk is carrying out a $200 million modernization of the former Nasdaq facility at 80 Merritt Boulevard under a 15-year tenant commitment. Residents had expected the measure to halt that project, which they regard as an AI-ready pipeline rather than a modernization, and that gap between expectation and effect became the central controversy. The record here is that the moratorium did not stop the capital already committed in the town.
n.a.
West Haven data center moratorium
moratorium Enacted January 2026
n.a. West Haven
West Haven, Connecticut, enacted a local data center moratorium or ban, recorded in SAVRN's moratorium tracker as dated January 2026. The SAVRN reference set

Seven references, one system

Capital, delay, policy, water, grid, permits and scarcity are one system seen from seven sides. Each reference is primary-sourced, refreshed on a schedule, and links into the others, so a project can be followed from the money committed to the docket that stopped it.

Have a specific address? Site Intelligence reads all seven references against one location, county, utility and grid operator included, and cites every finding.
