Skylar Opportunities LLC (affiliate of Skylar Capital Management) Bureau of Land Management / City of Henderson
A Texas-based developer canceled a proposed 1,000 MW hyperscale data center and natural gas plant on 680 acres of BLM land near the southeastern tip of Henderson, close to the Paradise Hills community. In a statement on Thursday 24 September 2026 the developer said it had consulted with the city and BLM and withdrew its application because of the city's planned urban development in the same area. Skylar Opportunities LLC is an affiliate of Skylar Capital Management, the company behind the Boulder City Townsite project on BLM land (row 180).
n.a.
Pahrump Valley data center ban (Nye County Bill No. 2026-11)
moratorium Adopted 18 August 2026; developer petition for judicial review filed September 2026 (reported 24 and 25 September 2026)
n.a. Nye County
County commissioners voted 5-0 on 18 August 2026 to adopt Bill No. 2026-11, amending Nye County Code Title 17 to prohibit data center development in the Pahrump Valley and Hydrographic Basin 162, an over-appropriated basin. A separate motion setting a 14 September 2026 public hearing on land use standards for data centers elsewhere in the county passed 4-1. A proposal to put the ban to a special election died without a motion. Earlier in September 2026 CDDC, LLC and 9 of a Kind, LLC, which own nearly 911 acres along Carpenter Canyon Road and State Route 160 planned for the Manse Technology Campus (MTC Project), petitioned the Nye County district court to reverse the ban (Ordinance No. 631), allow the project to proceed and award attorney's fees, arguing the ordinance disregarded their investment made in reliance on existing zoning and violated their property rights. Commissioner Ian Bayne, who proposed the ban, said he remained confident in it. No initial court date had been scheduled as of 25 September 2026.

Townsite Data Center
court halt BLM right-of-way amendment approved 26 June 2026; IBLA stay issued 1 September 2026; BLM motion to set aside and remand filed 21 September 2026; Boulder City response due 5 October 2026
Townsite Solar 2 LLC Boulder City area, Clark County
The Interior Board of Land Appeals stayed construction of the Townsite Data Center on 1 September 2026, an 88.5-acre facility the Bureau of Land Management approved on public land roughly 25 miles southeast of Las Vegas near Boulder City, and reported as the first AI data center approved on federal public land. The board found BLM likely acted unlawfully when it amended an existing right-of-way grant in June 2026 to permit a data center without a project-specific environmental review. Opponents cited projected electricity and water demand, soil disruption, light pollution and habitat loss for the Mojave desert tortoise. BLM had until 21 September 2026 to respond. This is an interim stay, not a final decision, and no capital figure has been disclosed. In a filing on Monday 21 September 2026, BLM asked Interior Board of Land Appeals Administrative Judge David Gunter, who granted the stay, to set aside its approval of the right-of-way amendment so the agency can conduct additional review of the application. Townsite Solar 2 LLC supports the motion, the Center for Biological Diversity and the Sierra Club are neutral, and Boulder City opposes it, with its response due 5 October 2026; the city said the motion does not commit BLM to an environmental assessment or public involvement and its approval would lift the stay.

No further data center applications have been filed for the site.

What governs a data center in Nevada

Nevada (Executive Order 2026-005)state
Conditions on new tax abatement applications not yet reviewed by the GOED Board; existing abatements unchanged. Not a moratorium
Governor Joe Lombardo signed Executive Order 2026-005, setting the Nevada Standard for Responsible Data Center Development, on 17 September 2026 bars GOED abatement applications from going to the Board unless the developer pays the Local School Support Tax in full and signs a Nevada Community Support Commitment covering local water standards, paying the full cost of service without shifting it to ratepayers, and curtailing load in grid emergencies. GOED is to publish standard terms by 6 November 2026 and the Nevada Office of Energy a Responsible Speed to Power Plan by 31 December 2026. The Nevada Independent reported $236 million in missed school support taxes and $461 million in expected breaks over 11 years

The policy layer for Nevada lives in three companion references: the Nevada Data Center Moratorium Tracker for every state measure and local moratorium on record, the Water Tracker for the water rules that touch a site, and the Grid Operator Watchlist for the large-load rules of the RTO or utility that decides whether it can energize.

The SAVRN reference set

Seven references, one system

Capital, delay, policy, water, grid, permits and scarcity are one system seen from seven sides. Each reference is primary-sourced, refreshed on a schedule, and links into the others, so a project can be followed from the money committed to the docket that stopped it.

Have a specific address? Site Intelligence reads all seven references against one location, county, utility and grid operator included, and cites every finding.
